Suspected shoplifter banned from almost every Gloucestershire store

A Cheltenham man accused of prolific shoplifting has been banned from all but two stores in Gloucestershire. Zephaniah Campbell, 34 of Okus Road, Charlton Kings is facing a catalogue of charges, including nine shoplifting offences, drug possession and breaching a criminal behaviour order.

He has admitted eight of the 19 charges against him and will be expected to enter his pleas to the remaining counts when he next appears before Cheltenham Magistrates on September 30. The court has granted him bail on condition he does not enter any retail premises in the county except for his local Co-op and Lidl in Charlton Kings.
Nine of the charges concern thefts of detergents, alcohol and other goods from Iceland in Gloucester city centre and Tesco’s at St Oswald’s, Gloucester, between February and June this year. Eight charges relate to him breaching a criminal behaviour order, made in February 2025, which bars him from those two stores and from the GL1 area of Gloucester.

He is also accused of an offence of possessing 1.26 grams of cocaine on 30th June 2026 and he has admitted breaching bail by failing to attend court for a hearing on June 15. The Magistrates have ordered a pre-sentence report on Campbell as well as an update from his defence lawyer on his current status and fitness to attend the next hearing.
