Summary
A man has been served with a civil injunction following abusive and anti-social behaviour in Gloucester. Ricky Phelps, aged 57 and of no fixed address, was given an Anti-Social Behaviour Injunction (ASBI) at Cheltenham and Gloucester County Court.

It was brought by Solace following several reports that Phelps had been acting in an anti-social manner and threatening staff whilst attending Gloucestershire Royal Hospital. The judge granting the order also heard how reports had been made to police about Phelps also targeting members of the public and shop employees. The injunction against Phelps forbids him from: 1.
Engaging in conduct which causes or is capable of causing alarm or harassment or distress to any person within the City of Gloucester; 2. Using or threatening to use violence towards any person within the City of Gloucester; 3. Attending or entering Gloucestershire Royal Hospital unless to attend a pre-arranged appointment or to seek urgent medical attention.
Once triaged and discharged he must leave the building and/or grounds immediately; The injunction, which was served against Phelps on Monday (September 21), is in place until 4pm on September 10, 2027, and any breaches will result in Phelps being arrested. Anyone who witnesses Phelps breaching the order is asked to contact police on 101 or complete the following online form .
Solace is a multi-agency team, including officers from Gloucestershire Constabulary and local councils, dedicated to combatting anti-social behaviour.
